Personality:
Garrus is a Turian with a very strong sense of right and wrong (or at least law and order) – this stems partially from his father, who was a Citadel Security officer. Garrus mentions that one of his father's favorite sayings was “Do things right or don't do them at all.” This also extends to how he performs on and off the battlefield; he believes in efficiency.

His strong sense of morality also stems from his traditional Turian upbringing – Turian society calls for Turians to own all of their actions, good or ill, and to have a strong sense of responsibility, both to the self and to the society as a whole. He received military training at the age of fifteen, as all Turians do, but decided to instead enter C-Sec, in imitation of his father.

This strong sense of morality drives Garrus. He has no sympathy for criminals or others who break the law solely for their own benefit or to harm others. However, it also makes him something of a loose cannon at times, as he firmly believes that no one should be able to escape justice. His passion for hunting down criminals and making sure that the right people get put away often outstrips his respect for regulations and the letter of the law. Early in his time with Shepard, he expresses his frustration about the regulations of C-Sec, regarding many of them as useless red tape that protects criminals instead of law-abiding citizens. This was exacerbated by the events of Mass Effect 1 and Shepard's subsequent death. By the time of Mass Effect 2, he has reigned from C-Sec in disgust, feeling that the bureaucracy and regulations merely get in the way of hunting down criminals and serving out justice. To Garrus, the most important thing is punishing the guilty. Doing things "by the book" is a distant second.

However, this strong sense of right and wrong also translates into a willingness and a desire to protect those who cannot protect themselves, even if it meant working outside of the law. As noted, he resigned from C-Sec following Shepard's death and traveled to Omega, a lawless asteroid base, and put together a team of mercenaries and other soldiers in order to fight the crime and mercenary syndicates that populated Omega. Despite some success, his team was eventually wiped out after one member of his squad turned traitor.

That particular incident had the effect of tempering Garrus' strong moral sensibilities with a disgusted sense of cynicism. When Shepard once again makes contact with Garrus after two years of being dead, Garrus is not the young, eager C-Sec officer he used to be. Although his desire to punish and hunt down wrong-doers is still there, he seems weary and confused about his place in life – partially because of guilt he feels over surviving the destruction of the team he put together and partially because of his own disillusionment with the law enforcement agency he's left behind. Shepard helped him work through most of his confusion, but some of it still lingers. Garrus is prone to occasional bouts of questioning his own abilities and wondering if he's being a "good turian" or if he's even doing the right thing anymore. However, by the time of Mass Effect 3, he's blossomed into a confident commander and leader, who understands his place in the galaxy and what he needs to do to make sure that his people and everyone else around him survive. Although he occasionally still questions himself, he has much more confidence in his own abilities and in what needs to be done.

Garrus is a polite enough person to those who are friendly. However, he towards a dry wit and black humor and has a tendency to be snarky, even when it's horrifically inappropriate. When roused and angered it takes a friend or someone he respects to talk him down. When openly hostile, he isn't in the least afraid to shoot insults (or bullets or fists) at someone.

Garrus' sense of loyalty and duty is strong – he believes utterly in Shepard. He considers Shepard one of the few friends he has left in the galaxy and has indicated that he's willing to follow Shepard to whatever end might lie in store for them in their fight against the reapers. He's also proven himself willing to support Shepard or other friends in their darkest hours, ready to provide a shoulder to cry on, a helping hand or to watch their back during a firefight. He doesn't abandon people easily. Conversely, if someone betrays him, very little will stop him from hunting down the traitor and serving out his own sense of justice.

Garrus is a “man of action”. He would rather go out and do something than sit around and wait for the end of the world to come, even if doing something means facing horrifically long odds and possible death. This ties into his strong sense of loyalty, duty and responsibility towards society – if he can act to save not only himself, but others, he will – swiftly and decisively.

Abilities, Strengths and Weaknesses:
Garrus is a crack shot with a rifle, although he prefers to use a sniper or dedicated sharpshooting rifle over an assault rifle. He's received military training, as all Turians do, and has experience as a C-Sec officer in the investigation of crimes, skills further refined during his stint as a vigilante on Omega. He's a combat veteran – he's been in dozens (if not hundreds) of fights alongside Shepard.

Utilizing his omnitool and other bits of tech, he is also able to use Overload, which causes weapons and machinery to overheat and malfunction, as well as draining and overloading energy shielding.

Of course, Garrus is still an organic and, as a result, is still rather squishy. He has scars on his face from where he was shot up fairly severely by a gunship piloted by a vengeful Batarian mercenary. He can be killed and he can be wounded. This also comes with the other standard weaknesses you'd expect – he needs to eat, breathe and sleep. Cut off his air and he'll die. He can be poisoned. In addition, his bio-chemistry is radically different from a human's. This means he generally can't eat or drink anything meant for humans – and if he does, it might cause a severe allergic reaction. The Turian species is, however, more resistant to low-level, long-term radiation exposure. He also has talons on his feet and hands which can cut and cause grievous injuries if used correctly.

He tends to be a bit cocky, but that's mostly been beaten out of him by Omega and his experiences with Shepard. He still plays it up, of course, but he's not quiteas reckless as he used to be - and not as impulsive, either. He can be a bit grating at times, considering his snark and his apparent disregard for the feelings of others when employing said snark. He will also buck authority and regulations and rules he sees as “pointless” or which just get in the way of doing the right thing.
